Our Services

Harbor House Crisis Shelters provide emergency shelter for thirty (30) days. Each family will have their own secure room. Single women will be in a dormitory-style room with an available secure locker space.

Bedding, toiletries, diapers, towels, and non-perishable foods are provided.

A free clothing store is on-site.

There is a resource library with adult and children's books and videos.

Harbor House Crisis Shelters assist families after they leave the shelter with a "Welcome to Your Home" kit.

An outreach newsletter provides resource and referral information for all current and former guests.

Admission Criteria

Harbor House Crisis Shelters serve the Twin Ports Area with a focus on Douglas County. All potential guests are sheltered based on the availability of beds.

The following categories are suitable guests at Harbor House Crisis Shelters:

  1. Single woman with no children or has lost custody of children.
  2. Mother with minor children (under age 18).
  3. Father with minor children (under age 18).
  4. Married adults with minor children (under age 18).
  5. Adult female with legal custody of minor children (under age 18).
  6. Adult male with legal custody of minor children (under age 18).

HHCS do not shelter single men, except as noted above. This means that a fiancé or boyfriend of a single woman will not be allowed to stay at HHCS but will be referred to Solid Rock Safe Haven.

The following are reasons that a person or family would be refused entry:

  1. If a preliminary back ground check on a persons reveal any violent behavior, sexual offenses, child abuse or a pattern of arrests, s/he will not be allowed into HHCS because s/he is not suitable for community living.
  2. If a person has less than 30 days sobriety, unless under the supervision of an AODA counselor.
  3. If a person is actively abusing alcohol or drugs.
  4. If a person has previously used HHCS within one calendar year.
  5. If a person has previously used HHCS and have been asked to leave for rule violations.
  6. Single men are not admitted.
  7. Unaccompanied minors are not admitted.

Those who are not appropriate for shelter at HHCS will be referred to other shelters or agencies for assistance.

Case Work Goals (priority determined through assessment)

1. Increase income via financial assistance, employment, child support, etc. 2. Budgeting process, even if there is little to no income. Budgeting is a needed skill.
3. Housing Counseling includes credit problems, evictions, and finding a place.
4. Mental Health/AODA/Physical Disabilities assessment referrals.
5. Referrals to other housing programs.
6. Nutrition and parenting education.
7. Prevention of further incidence of homelessness.

Transitional Living Center (Brochure)

Transitional Living Center is a extension of Harbor House Crisis Shelters, emergency homeless shelters for single women and families in Superior, Wisconsin. The Transitional Living Program, located in Duluth, Minnesota, is for homeless families that need more extensive assistance in attaining permanent housing. The Transitional Living Program offers affordable housing while education, advocacy and empowerment are provided through case management.

Harbor House Crisis Shelters’ expertise and vast experience has led to the development of case management that addresses barriers to attaining permanent housing that homeless families and single women face. These barriers include:

  1. poor credit;
  2. prior eviction/poor rental history;
  3. unpaid fines;
  4. mental illness/disability; and
  5. lack of education/employment.

While these barriers seem daunting, these can be addressed given the needed time, expertise and resources for these families and single women. Harbor House Crisis Shelters' Transitional Living Program addresses these barriers through weekly case meetings, weekly educational resident meetings, accountability, and support for the families and single women.

Weekly meetings help with accountability, direction and further goal setting. These meetings also are utilized for community referrals and additional resources.
